We want to give AI agents bigger responsibilities and bigger decisions, but agents make mistakes, even with the best intentions, and other parties are involved. Action State builds the evidence that lets someone else check what an agent did. EvidenceBook for the Agent Economy is open source: each agent action is sealed into a book its owner keeps. Countersign is a second signature from someone who isn't you: Action State recomputes the evidence and signs what it found. A free witness timestamps anyone's records without seeing their contents. Checking a record is free, works offline, and keeps working without Action State.

Your agents' actions as a book you keep. Each action is sealed when it happens, so the record's date was fixed before anyone asked for it.
2 · a service
A second signature from someone who isn't you. Action State recomputes a fixed set of structural checks over a digests-only evidence bundle and signs which checks ran and their results, as its practice statement sets out.
3 · free for everyone
A public transparency log that timestamps a record's digest without seeing its contents. Witnesses are plural by design: anyone can run one.

A three-time founder (Ahana, acquired by IBM; Across AI; Action State Group), he is also the former CEO of Aviatrix.

Steven Mih is a serial startup entrepreneur and the founder and CEO of Action State Group, the company behind EvidenceBook for the Agent Economy. His premise: when AI agents book, buy and commit on someone's behalf, logs aren't evidence for the agentic economy. Action State builds open, vendor-neutral infrastructure so that what an agent did can be checked by anyone, including the other party. That includes the Agent Action Capsule IETF drafts, the open-source scitt-cose verifier, and a free public witness.
Steven has spent his career moving early into technical inflection points, from open-source databases to cloud networking, data analytics and now agentic AI. He is a three-time founder: he co-founded Ahana, the managed service for open-source Presto that IBM acquired in 2023, then co-founded Across AI, and now leads Action State Group. He is the former CEO of Aviatrix, served on the governing board of the Presto Foundation at the Linux Foundation, and led worldwide sales at Couchbase.
He lives in San Francisco, where he serves on the board of the Francisco Park Conservancy.
